A Creative Touch works with Education Authorities on strategic reviews of arts in education programmes and evaluation of such work. For example, building on her feasibility study with schools in the county, Gayle developed the business plan and funding applications to create 'Aspire', a service to support creativity in schools for North Yorkshire County Council.

Creative Partnerships, the government's national flagship creative learning programme, has been a major client since 2003. Four area offices contract services from A Creative Touch, seeing Gayle work across the North-East, Yorkshire & Humberside. Her work has included supporting schools to develop creative learning projects which help address key school targets and enable whole school change, designing area wide evaluation processes that link into national frameworks and developing training programmes for both teachers and practitioners. She facilitated a pupil research team of 7 – 10 years olds looking at the use of language in creative processes, the results of which are published in the book "Dramatic Learning in the Primary School" authored by Professor Shirley Brice Heath, Stanford University.

Gayle is also contracted by individual schools to assist them in their ambitions to integrate creative approaches across curriculum delivery. This has included a secondary school review of staff support needs in delivering a thematic BLP curriculum, and in the primary sector leading a trial of approaches to assess the impact of creative programmes on pupil attainment and in another school undertaking a pupil focus group based approach to learning evaluation.
